Man, Woman Alledgely Impersonating  Cops In South Philly Last Weekend Arrested…

Forty-eight-year-old Terrence Jacobus and 28-year-old Kelli Rowan, both of South Philadelphia, are charged with impersonating, robbery and related crimes.
